GLOSSARY

   Action Type:     The action type is categorization of award type

Action Type Description
New The first period of an award.
Continuation A non-competitive continuation of an existing award.
Supplement A separate award that was issued by the sponsor as an addition to the current award. In most cases, a separate proposal was submitted in order to request these funds.
NCTE An extension of the period of performance beyond the expiration date. No additional costs are provided.
Renewal An award that was previously awarded and has now been awarded for additional funding and an extended project period. This is applicable to convert records only.
Mod/Amendment Modification to an existing fully executed grant or contract.
Option A priced and scoped component of a contract that is negotiated at the time of contract execution but is not committed funding. Sponsor may "exercise the option" by formally modifying the agreement after execution to fund a particular option.


   Special Attention Flag: The ORA Office of Contracts and Grants Administration (OCGA) diligently flags terms and conditions requiring special attention and/or action by the PI/Department as accurately as possible. However it is still the best practice to review the Award document for complete and accurate requirements.


Requirement Description
Carry-Forward Restriction Applies Carry-Forward of unobligated funds from one budget period to another is not allowed without sponsor Prior Approval.
Salary Cap Applies The award is subject to a sponsor salary cap limitation. No personnel may be paid above the salary cap rate.
E-Verify Applies E-Verify applies. Review the Award document for specifics regarding the monetary threshold, but once the threshold is met, no employee may be paid from this award until verification of employment eligibility.
Unfunded Effort Effort that is committed (in the proposal) to the execution/performance of a project, but the cost of which is borne by the University rather than by the sponsor.


   Budget Period Status:    The budget period status indicates the current stage of the award

Budget Period Status Description
Award Received Indicates the Award has been received by UCLA, but not entered the set up process yet.
Award In Process-Expedited An award document has been received for processing and assigned to Expedited award process. This indicates the award is being reviewed and accepted by the Intake Team.
Award In Process-Complex An award document has been received for processing and assigned to Complex award process. This indicates OCGA is reviewing negotiating and/or signing the agreement.
Advance Setup-Award Pending A fund has been established to enable the department to charge expenses in the absence of a fully-executed award. A Request for Authorization to Spend (RAS) has been approved.
Award Setup on Hold Indicates the Award set-up has been placed on hold.
Awarded/Fully Executed A grant has been accepted, or a contract has been signed by all parties.
Awarded-Suspended Indicates the Award has been suspended by the sponsor.
Anticipated/Committed Funds that are intended for award by the sponsor and have been identified on an award notice but have not yet been allocated/appropriated.
Closed Indicates the Award has been fully closed and all fiscal and non-fiscal deliverables have been submitted to the sponsor.
Closed Financial Indicates EFM has closed the financial portion of this award, including submitting all required financial deliverables to the sponsor.
Closed Non-Financial Indicates OCGA has closed non-financial portion of this award, including submitting all required non-financial deliverables to the sponsor.
Not Funded Indicates the Award period was not funded by the sponsor.
Transferred out/Relinquished Indicates the Award has been transferred out or relinquished to another institution by UCLA. This award period is no longer active.
Terminated Indicates the Award period has been terminated prior to effective end date and is no longer active.
Award Declined UCLA is unable to accept the award after the award has been received and recorded.


   Award Type:      The award type indicates the agreement type or award mechanism that governs the activity

Award Type Description
Contract Agreement to provide support for research or other activities in return for a set statement of work or deliverables.
Subcontract Agreement under a prime contract to another entity that provides support to UCLA for research or other activities in return for a set statement of work or deliverables.
Grant A financial assistance mechanism to support the conduct of research or other activities as described in a general scope of work.
Subgrant Agreement under a prime grant award to another entity that provides financial assistance to UCLA to support the conduct of research or other activities as described in a general scope of work.
Cooperative Agreement An award in which the funding agency remains involved in the research or project during its performance by the receiving entity.
Other Transaction Agreement A research award that is not a grant, cooperative agreement or contract, using Other Transaction Authorities.
OTA Subaward Agreement under a prime contract to another entity that is not a grant, cooperative agreement or contract, using Other Transaction Authorities.


   Program Type:      The program type indicates the type of sponsored project activity being done

Program Type Description
Applied Org Research Research to determine and expand the potential of new specific discoveries or improvements in technology, materials, processes, methods and devices, and attempts to advance the state of the art.
Basic Org Research Research directed toward an increase of knowledge where the primary aim of the investigation is a fuller knowledge or understanding of the subject under study rather than a clear or direct practical application.
Capital Program Conceptualization, planning, design and construction of capital improvement projects, including financial strategies, architectural design, review of plans and specifications, environmental reviews, construction contracts and agreements, and staging plans.
CT Device Industry funded or device provided by sponsor, controlled, clinical testing in human subjects of investigational device(s)/equipment/contract agent(s) to asses safety, efficacy, benefits, costs, adverse reactions, and/or outcomes.
CT Drug Industry funded or drug provided by sponsor, controlled, clinical testing in human subjects of investigational new drug(s) to asses safety, efficacy, benefits, costs, adverse reactions, and/or outcomes.
CT Gene Therapy Industry funded controlled, clinical testing in human subjects of gene therapy to assess safety, efficacy, benefits, costs, adverse reactions, and/or outcomes.
CT In Kind Test article (i.e. drug or device) without funding.
CT-PI A clinical trial where the PI authors the protocol and industry is funding to study drug(s) and/or device(s).
CT Government/Non-Profit Government/Non-Profit funded, controlled, clinical, testing in human subjects of investigational new drugs, devices, treatments, or diagnostics, to assess their efficacy, benefits, costs, adverse reactions, and/or outcomes.
CT Other Industry funded, controlled, clinical testing in human subjects to assess safety, efficacy, benefits, costs, adverse reactions, and/or outcomes. This option is used when other CT options do not apply, could include but is not limited to core lab services agreement, registry agreements.
Dev Org Research Research concerned with the systematic use of scientific and technical knowledge in the design, development, testing or evaluation of potential new products or service.
Equipment An award for the purchase or fabrication of tangible nonexpendable property and having a useful life of more than one year.
Individual Fellowship A financial and intellectual reward for a student's personal and academic achievements, as well as the recognition of future potential. These awards generally include a stipend paid to the student and may also include payment of fees and other educational costs.
Public Service An award that provides support for the purpose of organizing, establishing, providing, or enhancing the delivery of services to a particular community or non-university audience.
Research Training Training of UCLA students and/or employees in the scientific techniques used while conducting research (e.g., Institutional Research Training Grants, NIH Diversity Supplements and K-awards, NSF REU Supplements).
Training An award for the instruction of university students and/or employees in the techniques or practices pertinent to a particular academic discipline, but not training in research (e.g., Social Work Training, Clinical Training, Leadership Training).
Clinical Research Medical science that determines the safety and effectiveness of medications, devices, diagnostic products and treatment regimens intended for human use. These may be used for prevention, treatment, diagnosis or for relieving symptoms of a disease.
Other Org Research Research that does not meet the definition of Basic, Applied, or Development.
Other Service An agreement for services which the University provides or makes available which do not fit within the categories of training or public service, such as the use of University facilities by for-profit entities.


   Access Restrictions     

Type Description
Sponsor Type Some user’s access will be restricted by sponsor type. Search results will only return awards where the Sponsor Type or Prime Sponsor Type is identified in the Sponsor Type Restrictions.


   Sponsor Type:      The sponsor type indicates the UCOP defined sponsor type

Sponsor Type Description
US Federal Government Agency The government of the United States.
State of California Government Agency The government of the state of California, or other state from whom funding is received.
Other, Inter, Non-Government Agency Other state (not CA), city, county, foreign governments or governmental agencies; multi-national organizations such as the United Nations; Quasi-governmental agencies or special districts, such as water or pest control district.
Business/For-Profit Entity A business profit entity is an organization which is operated for the purpose of making a profit.
Business Related/Interest Group An organization with the primary purpose of supporting a cause.
Foundation/Charitable Trust A foundation or charitable trusts are organizations chartered under section 501(c)(3) of the internal revenue service code.
Charitable Organization An other charitable organization is one that is other than a foundation or charitable trust with charity being its primary purpose.
Higher Education Higher education is an organization with a primary purpose in providing education beyond the secondary level.
Campus-Related Organization A campus related organization is one that is subsidiary or affiliate of UCLA.
Agriculture Marketing Board To be defined.
UC-Managed DOE Laboratory Laboratories operated solely for and under the auspices of the U.S. Department of Energy.
UC Campus, Location, or Program Another campus in the UC system.
Unassigned An organization that does not fit into any of the other sponsor types.


   Overall Project Status:      The overall project status indicates overall status of the proposal

Overall Project Status Description
Advanced Set-Up Award Pending A fund has been established to enable the department to charge expenses in the absence of a fully-executed award. A Request for Authorization to Spend (RAS) has been approved.
Awarded/Fully Executed Indicates the proposal was accepted on behalf of the University and a governing document has been processed. This status should not change unless the award is transferred, suspended (as in receipt of a stop work order), terminated, expired or closed.
Award Suspended Indicates the Award has been suspended by the Sponsor (i.e., stop work order).
Termination Received – Full Indicates a full termination has been received for the Award and is in process.
Termination Received – Partial Indicates a partial termination has been received for the Award and is in process.
Termination - Future Years Indicates a termination of out year funding has been received for the Award and is in process.
Stop Work Received – Full Indicates a full stop work order has been received for the Award and is in process.
Stop Work Received – Partial Indicates a partial stop work order has been received for the Award and is in process.
Closed Indicates the award has been closed with all financial and non-financial deliverables marked complete.
Transferred Out/Relinquished Indicates the Award has been transferred out or relinquished to another institution by UCLA. This award period is no longer active.
Terminated Indicates the Award period has been terminated prior to the effective end date, and is no longer active.
Expired – Closeout Required Indicates the Award Project Period has expired, but the project has not yet closed.

Doc Upload Date Indicates date award document was uploaded to the portal.
Budget Period Begin Date Indicates start date of award budget period.

   Proposal Type     

Proposal Type Description
Competitive Renewal A competitively reviewed proposal requesting additional funds and an additional project period beyond the current project period.
Preliminary Proposal A brief description, usually 2-10 pages, of research plans and estimated budget that is sometimes submitted to determine the interest of a particular sponsor prior to submission of a formal proposal. Also termed "pre-proposal".
New A new proposal.
Resubmission - New A proposal that is a resubmission of a new proposal that was previously declined.
Resubmission - Competing A proposal that is a resubmission of a competitive renewal that was previously declined.
Supplement A separate proposal for additional funding and scope to be added to a fully-executed grant or contract.
Modification/Amendment Modification to an existing fully-executed grant or contract.
Transfer (In) An award that is being transferred from another institution to UCLA.


   Special Program Type     

Special Program Type Description
SBIR

Small Business Innovative Research ‐ Federal program designed to support small business concerns conducting innovative research/research & development with potential for commercialization in partnership with a large business or educational institution. The small business is the prime grantee or contractor and the university is the subgrantee/subcontractor.

STTR Small Business Technology Transfer ‐ Federal program designed to support cooperative research/research & development with potential for commercialization, through a formal cooperative effort between a small business and a U.S. research institution. The small business or research institution can be the prime grantee or contractor.
CDA/NDA Agreement that details the conditions under which information will be held confidential and under what circumstances the information can be shared with other parties.
MOU Memorandum of Understanding - Agreement between two or more parties. It expresses a convergence of will between the parties, indicating an intended common line of action.
Master Agreement Agreement that details the terms and conditions that will govern and be referenced in future contracts between two parties.
DUA Agreement that details the conditions under which data may be shared between parties.
Teaming Agreement An agreement that details the conditions under which the parties will collaborate.
Tobacco Industry Indicates proposal is to be submitted in Tobacco Industry sponsor, which requires special review and reporting to UCOP.
IPA/Personnel Agreement A funding reimbursement mechanism to enable UCLA personnel to perform activities at a non-UC agency for a defined period of time.
UC Program Any UC ‐ funded program.
UC Discovery A former UCOP ‐ funded program that matched industry funding against UCOP funding.
Limited Submission Indicates this proposal is the one or one of only a few that was nominated for submission from UCLA. These proposals must be approved for submission, as the sponsor accepts a limited number from each institution.
Affiliation Agreement Indicates this proposal is an agreement establishing or continuing a relationship between UCLA and one or more organizations as to teaching, research, and service or clinical opportunities, and establishing a framework for subsidiary affiliation agreements where such subsidiary agreements may be necessary.
Not Applicable Indicates the award or proposal does not have a special program type.
